How do you pre-load Surly crankset?

When I tighten the right arm down the spindle no longer spins freely, when I back off, the bolt holding the arm on it seems to loose to me and I fear the arm coming loose thus potentially destroying the arm.

You've been a mechanic for 35 years and know it all, figure it out then.

Just because I've been a mechanic longer then probably most here have been riding don't assume I know everything, nor have I claimed to know everything, fact is I don't and nither does anyone else including you. Would you take your Ford for repair to a BMW mechanic, or worse a Harley-Davidson mechanic, they (the Ford guy, HD guy, and BMW guy are all mechanics right)? No! Each specializes in particular engines. If you don't want to help me, that's cool, no need for you to be part of the problem w/ condescending remarks. Thanks.
