FYI - I like a moron miscalculated on one of these used deals and my steerer was 1/2" too short and I had to resell it and get a new one to find one long enough. So triple check.
Put it all together with stem and spacers, then make your mark. You'll need it about 3/32" to an 1/8"
under that mark for the cap bolt to seat the headset properly. If you snug up the cap bolt and it has play in the headset, then the steerer is too long.
You'll see that the top cap has a step that will go down in the stem (or spacers) when you put it on so you won't want to cut it flush with the top of the stem.
Carbon forks are a whole different matter.
