Help with an old Kona Hahanna (1999 model)

Hi, ive got a 1999 hahanna that i use as a rider, it has a 16" frame

ive installed a set of manitou shocks, after a while of riding i can hold the front brake and feel that the stem is loose in the frame, although i dont know how to tightenit all the way.

Also,my 2.5" Michelin hot S tire is too large for the fork and it rubs when the shocks compress.... is there anything i can do for more clearance?

also when i shift into my high gears i get the oldclickety clackclickety clack. is that my rear derailer that needs adjusting?
