My 2008 (base) Stumpjumper HT is close to 22lbs. Changes I've made:
XTR Crankset
XTR front derailleur
XT Cassette
Thomson seatpost
Terry Zero Y saddle
Custom wheels with M770 XT hubs
Eggbeater 4ti pedals
Titec pluto bar ends
FSA OS-99 stem
Kenda Small Block 8 tires
Arundel Dave-O water botle cage
For the biggest bang for the buck, I'd start with wheel and tires.
Rims, tires, and tubes are the best items to start with. Handlebars, seat come next to mind.
Of course the lighter the tire, the less it tread it usually has. The thinner the tubes the more prone to flats.
