I have a 31" inseam, which is a little short for most our height. I still have the stock 90mm stem on my 2007 Stumpy FSR which is a large frame. It uses a fairly low rise stock bar. I absolutely love the fit, but I also have the 140mm TALAS fork. When in full travel mode, I have the fork at 85psi and the rear damper at 230psi. I can sit comfortably for on it for a long, long time with no hand numbness or any of the other normal issues. I tell others that it feels like the bike was made for me with the long ETT length combined with short standover height. I weigh around 230lbs, or a little less than that.
As for the degree of inclination, it's a little confusing because I use 2 of the 3 spaces under the stem, and I rotate the sleeve to -8* but I don't know what the effective inclination is. If I were to guess, I think a 90mm with 5-8* of inclination would work well. I prefer a more XC position, and I have a longer torso and still prefer the shorter 90mm stem.
Don't want to leech your thread, but why do I keep hearing about hand pain on the stumpy? On all of my test rides, so far, I've gotten hand pain. BTW, I'm 6'3'', will be riding an XL, and plan on throwing a 110 mm stem at 0 degrees with wide low riser bars and a setback seatpost, and taking some spacers out of the neck, too.
I currently ride an XL Specialized FSR XC and will be moving to a Stumpy FSR Pro (XL) frame this weekend. I found that I can really fit both the L and XL fit me at my height of 6' 1". I have a 34" true inseam and long arms.
If you compare the geometries of the two frame sizes, the XL's Top Tube is only 19mm (actual) longer than the Large. For me, the XL just seems to be less cramped, but I will be riding with a shorter (75mm) stem and a straight (vs. setback) seatpost. I be running a 130mm RockShox Recon fork until I can afford a new 140mm Revelation or Fox Float. I also spend most of my time on my road bike and prefer more of an XC, stretched out position.

I can only presume that you are referring to my response with the hand pain question. I have only heard/read of one person that has had hand pain or numbness on a Stumpy FSR, and that's been on these forums. My hand pain issues were with previous bikes, but never happened with this one. The only time I have felt any real pressure on my hands is when I drop the fork to 100mm while on fairly flat terrain.
It sounds like you want to lower the bar even more than stock, and usually when I lower my bar I develop more hand-related issues. Since I keep the vast majority of my weight on the saddle and have a very light grip on the bar, I don't have any of the problems I've had with other bikes.

Same here:
6'2"
34.75" inseam
XL Stumpy
90mm stem with seat moved all the way forward (I really need a straight post)
I felt the same way about the Large. It was just too cramped. The shortened cockpit on the XL is soo much better. I replaced the stock narrow handlebar with a mid-rise Easton EA70 (685mm or 27") which made a big difference. I moved one spacer above the stem to get the original handlebar height.
I will have to measure my arm span, as you guys seem to have longer reach than me. I guess I wouldn't be partial to having an even longer wheelbase to get through these switchbacks I ride on either.
