    Please.

I'm looking to get started SSing, sure could use some ideas on what and where
to get a good bike or build....I'd like to go w/a steel frame and V's for $1200 or
less??? Is that possible? Well if not I would still like to get some help if I could.

Try a Surly 1x1, they are pretty inexpensive (~$400) and a solid bike.
Also, a spot frame (~$700). A two circles (~$800). There are a lot of options in that price (I asume 1200 is for the whole bike). The Spot and Surly are steel, the two circles is AL with an eccentric BB. Also of note, the surly is disc/V ready, the SPOT is V only (disc frame is available for ~$775).
Good luck and be sure to post pics. Welcome to Mountain Biking for misfits.

Convert an old frame first with a Surly or Soulcraft. Beat the hell out of it - learn the ropes.

As far as a new frame, why not find a geared classic like a Fat Chance, Ibis or the like and have a local frame builder weld some new track fork ends into it and have it repainted and the decals reproduced? I just shipped my old ibis mojo to a local builder - $100 bucks for the reweld $40 for Pauls track track fork ends and a spectrum paint job for like $250. Or you can have an EBB welded in and one new drop.
