Are you asking about....

a new fork or are you asking about new handle bars. The specs that you gave, "Alloy 25.4mm, 38mm rise, 620mm wide, 8 degree back, 6 degree up sweep, 3.2mm thick", are for the bars not a fork!

If you are looking to replace the fork, any fork with the same amount of travel as the original and a 1 1/8 steerer tube will fit the bike, as long as the steerer tube is AT LEAST as long as the one that is currently on your bike.

With that said, if you are cosidering a Judy T2, forget it!!! The T2 isn't any better than the RST that came stock on the bike. And being that the T2 hasn't been made for a couple of years you are likely buying it used. NOT a good thing for a begginer! Save some bucks and get a NEW fork. Something along the lines of a Rock Shox Tora 289 or 302 would be a much better fork to go with. Even an RS Dart 3 would be a better fork than the T2.
