Can I swap components?
I have a trek 3700 that I ride back and forth to campus. I have put some less aggressive tires on it to help with my commute each day. However, I am 6'4" and the bike has a 17 inch frame. I have the seat just about as high as I can, and it is at the correct height for my legs, however I am very bent over to reach the bars. My fisher mountain bike is a 21 inch trame, and it fits me great. I am a college student on a budget, but short of buying a new bike, if I buy a used 21" frame, can everything else swap over to that frame or are there some parts that wouldn't work? Thanks in advance.

Most of the parts would work, but here are the ones that might not.
1) Fork. The headtube of a 21" frame is likely longer, and might mean the steer tube on the fork of the current frame is cut too short. (big expense)
2) Seat post. The new frame may need a different size seat post
3) Bottom Bracket. The new frame may have a different size BB shell either 68 or 73. Although many BB will fit either size, some will not.
4) Front Derailleur. If the seat tube is a different size or pull is different the front derailleur may not fit the new frame
Off the top of my head, everything else will likely mount up. Assuming you don't do something dumb like buy a disc only frame, when your current bike is V Brakes or something.
If that 17" frame is just a beater to ride back and forth to campus, maybe you should just get one of those adapters so you can make your handle bars a lot higher. I will also have the added benefit of making the bike more ugly and less likely to get stolen while you're in class.

What I would do if you can is put the 2 bikes next to each other and see how high you need to get the handle bar. You might be able to get the reach with a riser bar and stem.

Another approach...
Rather than buying a used mountain bike frame and swapping parts, I suggest taking whatever money you were budgeting for that frame and go dumpster diving/garage saling for a road bike that fits you.
Hit Craig's list, garage sales and the "free to good home" signs. Ask your friends and family who aren't living in a college town to do the same thing.
You'll wind up with an overall better bike for what you're using it for and if you find it for free, you can use your frame money to buy condoms and beer.

Because you're stealing a bike.
If it's in a dumpster, it's fair game. If it's in a bike rack, it's theft.

I didn't post my Methods for stealing bikes, dummy. What I posted was hypothetical. Now I would appreciate and I am sure the starter of this topic would appreciate it if you stopped posting in here. Yiou admitted you were wrong? I guess I missed that part. All I saw was a lame attempt to edit your (previously quoted) posts.
I'm sure if I were in your shoes, it would be better if "people let it go". The problem I have is that you advocated stealing bikes, you defended your position on stealing bikes and then when you were called to the carpet, you edited your posts to present yourself in a more positive light, started name calling and you're now asking for people to "let it go".
