    Steer/head tube Size

The spec for my bike says: "
Oversized, tapered headtube flares from an 1 1/8" headset bearing to a 1.5" bearing"

Does this mean I should buy a 1.5" tapered fork or a 1 1/8" tapered fork?

    Forgive my ignorance.

A tapered fork implies a 1 1/8" steerer that tapers out to a 1.5" at the crown. So the two forks you just listed are actually the same thing simply said different ways. As long as you buy a tapered fork you'll be fine.
