I just bought a RT3 "low compression low tune" i have been reading about how to set it up but nothing really answers the question i have.

When i put the shock pump on the shock should it read the amount of pressure already in the shock?

Because when i pump it it the desired pressure and hook the pump back up to adjust it reads 0.

Also the pre-load is way to low and i have a feeling this has something to do with it.

Thanks

Hold it up to the computer and I'll tell you what is wrong.

When you screw the pump on the shock, it will equalize the gauge with the pressure in the can, so yeah, you should get a reading on current pressure.

If you do that and you are SURE that the pressure is equalizing, you have zero air in there. If your pump is not depressing the valve and allowing air in the shock in the first place, you need a new shock pump.

Try a different shock pump. That's probably the issue.
