Brand new Fox CTD shock has oil film on it. Normal?

I just picked up a brand new 2013 Fox CTD shock. Upon taking it out of the package, I noticed a film of oil around the top of the shock. And some on the stanchion.

Is this normal for a new shock? I haven't installed it yet. I haven't noticed oil leaking out of anything, but just was considering if this is some sort of early stage leak or just some residue during manufacturing?

It could just be residual oil from the construction process. I would clean it off and go ride it.
    Maintain internal heights.
