2001 Marzocchi Bomber Z3 Air - Foot Nut Torque

Swapped out the seals and when I try to torque the foot nuts, they spin along with the internals, won't tighten up. I am hesitant to hit them with an impact or even a cordless drill. Looked but did not see any way to hold the internals.
Fork is aired up and does not seem to leak, but I am worried about the nuts coming loose.
Anybody have this problem and find a fix?
    Thanks

Have you tried to tighten the nuts while the fork legs are compressed?

Yes, compressed, extended, pushing on the dampeners with an extension, aired up. All the same.
