Tried it once. Noticed no discernible difference and spent hours getting wax out of little nooks and crannies.

Go for it if you want to. Just don't wax an anodized frame unless you really hate your free time.

Assuming that it's painted rather than bare metal (as Berkley correctly states) the answer is absolutely, but you want to use a polymer sealant, such as NuFinish 2000, rather than a wax. The reason is that the polymer is harder than the paint itself, while wax is far softer.
On a bike frame, the appearance will deteriorate through oxidation and micro-abrasion, and wax just isn't tough enough. Used correctly, a polymer will keep your frame looking new for a very long time.
When you apply it, make sure that it has been cleaned immaculately and that any grease, oils, or other solvents have been removed, else the contaminants will be effectively trapped against the paint surface.

My bike is lucky if I brush the dirt off occassionally. It's a powder coated AL frame. Nothing is going to happen to it just from normal riding.

If you dig cleaning and polishing your bike go nuts, but it's not something that's required or that matters beyond your own happiness.
    Safe riding,

I wax my carbon frame about once a month, I'm a creature of habit and we used to do this to painted carbon on our helicopters when I was in the service. Not only does it clean the paint but it helps make visible any small cracks and such (not that I've seen any on my frames) and we caught many stress cracks in the helicopter this way before they became non repairable. Wax away brotha!
