Keep in mind as the 2nd owner you get no warranty or crash replacement program. If anything goes wrong you are on the hook for a new frame.
    Safe riding,

That doesn't look like anything to be worried about.
    Looks mostly like paint chipping.
I've got dings and gouges in my Nomad C that make other riders cringe. Frame is still solid and I trust it.
Cosmetically, VPP carbon lowers look like crap before you need to worry about structural integrity.
Just look for cracking around the pivot inserts. If you don't see any circular cracking around the pivots, go for it if the price is right.

Mine looked exactly the same way after about 10 rides. It looks like paint to me.

Majority of NomadC frames probably look like that, if the owner didn't install some kind of protection (cut tire zip-tied to lower link, custom made carbon protector, etc.). I would buy the frame if there are no circular cracks around the pivots, but would probably use the chipping as a bargaining weapon...

Agreed with everything written here. The carbon itself holds up well. The finish however does not. I just finished my second season on a second hand Nomad C. Mine had less than 5 months of riding on it. Its a good bike. How much is it going for?
