[SIZE="3"]You could try the Back Mountain Trail in Luzerne. It is a Rails to Trails project. It is cinder packed base. You can ride on that for about 3 miles and on the way back it is downhill grade. There is a great waterfall to see. Wildcat Falls.

Most people park at the Knights of Columbus and ride up the paved road to the trail head.

Mountain biking is allowed at Francis Slocum state park by the Carverton Road access. I don't recommend taking a small child there though. Hiking would be OK. Please stop at the park and talk to the ranger for a map and rules.

The dike system is another place. It is paved but you would have to really watch you child since it isn't wide and the child could ride off the edge.

Kirby park in Kingston is another.
