What is this rock structure near Tire Creek?

Just off the side of the north shore rd near Tire creek is this old chain link fence surrounding an old rock structure.

It has a piece of rusty steel above a small opening, its hollow inside. I wonder what it was used for. It looks historical and seems to be protected from vandals.

    That's my soul hole.

P.S. All kidding aside, I used to know what that thing is. Once I asked a local forest ranger years ago. But I've killed a lot of brain cells since then and now I can't remember what I used to know. Sorry. Uh, what was your name again?

I'm always looking for weird and interesting things when I'm in the woods. It's weird and interesting. I like a mystery.
