29er Scandal and Hope Tech 2 Evo Brake Issue

I have a 16" Scandal 29er Swapout frame currently with the geared dropout and am running the Hope Tech X2 Evo brakes with the Hope Sawtooth Floating rotors. However, I am having a difficult time lining it up with the rotor. I have the rear caliper pushed at the most outward position as it will allow me but the rotor still rubs the brake pad on the outer side.

Is anyone else experiencing this? I feel like if I had a thinner adapter it would allow me to move it outward just enough to clear it. However, I cannot find any thinner adapters.

BTW, I have used the brake caliper with adapters on another frame/different brand with no issues.

I am going to order a new Hope rotor to see if the one I have is warped. I really cannot tell if it is by eyeballing it because there is very little room between the rotor and pads. If this doesn't work then I will order a hope adapter to see if that will help.
