EBB again - will not turn

Bought my Sir9 last year - Has been an awesome ride but adjusting the EBB has been a pain to say the least. Does anyone else have issues turning the EBB for adjustment? Short of pulling off the crank arms everytime it does not want to rotate freely. I have sanded the shells and the inside of the frame hoping that would do it but no avail. I know one of Niners new ideas is to run 2 layers of Teflon tape - I tried this but once the tape is on you can forget about getting it to turn. Do I need to grind the shells or frame down a bit for more clearance? Or could it have some high/low spots on the face which is causing it to bind? If anyone has some ideas I would certainly welcome them.

    Using an external BB?

The pre-load from the NDS crank bolt on the bearing causes binding of the EBB.

I have to loosen of the NDS crank of my 960's when I adjust the EBB, fought with the blighter for ages until I sat down with a beer and actually worked out what was going on.
