Winsdor Cliff 29 team - does it have 185mm rotor in front ?

the Fuji tahoe SL does; does the cliff also have it in the avid juicy 7?

No, the Windsor is based on the 2008 Fuji Tahoe SL which also only have 160mm rotors. The 2009 Fuji's come with a 185mm rotor up front.

I have the Juicy 5's on my Windsor Pro and have yet to feel like I need a 185mm rotor yet (and I ran a 180mm on my last bike with Hayes HFX-9's).

    Thanks.
Would you happen to know the seatpost diameter (I'm guessing its the same as the Winsdor Pro)

Also, what is the spindle thread on the pedals ? 9/16" ?

Seatpost is 31.6, all three Windsor's are the same frame, its just the components that differ.

Pedals are the standard 9/16" threads (1/2" is for cheap one piece cranks on bmx, beach cruisers, and department store bikes)
