Hole in bottom bracket Ti frame, normal?

I just got a Motobecane Ti frame and it gas a hole that looks like it was used in manufacturing in the bottom of the bottom bracket right near the serial number. I was wondering, is this normal and if so why is it there?

    Yep, it's normal.
It's actually a drain - If somehow you get some water in the frame from the seat post for example, the water will drain out and not fcuk up your BB
    Honestly... ahh I give up
