New question here. When to charge a Magicshine MJ828 battery ?

    When to charge a Magicshine MJ828 battery(4 x 18650) ?
Is it when the red indicator light is flashing or with only 5% or less charge in the battery ?

You don't need to fully discharge a li-ion battery, in fact it is said to last longer if you don't. I simply charge it when convenient so that I always had plenty of charge for the next ride

A li-ion battery will last the longest if most often left between 20%/80%,,,, when not in use for longer periods of time discharge to 50%, (storage). So if it isn't to much of a hassle, charge just before your ride, as a battery left fully charged for long periods of time will loose longevity.

charge it anytime except if it is very cold. trying to charge a cold lithium
will ruin it fast. warm it up to room temp (or at least make sure it is NOT below 32 deg
    internally)
