Sounds good to me, you can find pretty much everything you need at dealextreme.com, however they are super slow shipping (I just had a shipping confirmation 6 weeks after ordering).
The only drawback to using flashlights that I can see is the run time will be more limited than a dedicated light with a pack, maybe an hour depending on the light and what level it is run at. Spare batteries fix that issue, though it is not ideal. You can also get flashlights with drop-in modules so you can upgrade later. Most of the better lights run on Li-ion 18650 (size) batteries which require a charger designed for them which adds to the cost. Best to get batteries that are "protected" so they don't discharge or overcharge to a dangerous level. I also suggest reading the reviews at dealextreme.com since some chargers suck and can be dangerous - I can say that my soshine charger burned up). I don't trust the chargers enough to use them inside or unattended though.
As for particular lights to get, I can't help you there much since I have gone the DIY route in the past few years, but if you want to get some good suggestions people will need to know if you are looking for a floody light or narrow, or one of each (bars and helmet). My general suggestion is a light using Cree XML leds for the bars (floody) and an XPE for the helmet (with a narrow beam).
Most of my stuff is in my signature, the latest was the Project Bubbles which is a quad XML, but it won't drive safely over 2A due to it's small size (I run it at 1.4A). Fortunately four XML's at 1.4A is still pretty damn bright
For $200 you have quite a few options, there are quite a few builders here who make complete lights - though I don't keep track of their prices. For off the shelf stuff you may get some better suggestions in the other (non-DIY) forum, but the MagicShine lights are cheap. I don't use those lights, but like anything cheap some people have complaints. The MagicShine lights can be checked out at dealextreme.com or geomangear.com - geoman has replaced the stock MS pack due to safety concerns so that may be a better bet, there is a thread on the battery issues here somewhere.
You could also build a light using zenmike's $25 housing, there was a contest thread here for a sub $80 light if you want to do a pretty easy DIY project.
