Just spent almost a week up in that area camping at Heyburn, and did several daytrips on the Trail.
I'm a mountain biker, but 73 miles of paved perfect pathway in beautiful country isn't so bad.
I put slicks on my M-bike, and one day rented a recumbent for a 100 mile day.
While the wind may favor starting in Plummer, my preference would be to go east to west for scenic reasons. The eastern part, while still beautiful, roughly follows the interstate (you even pass a walmart). The western half is where you feel like you are really out there.
If you can spend a night, it seems the quaint town of Harrison is has nice little hotels and restaurants. Or camp at the state park.
It's really an outstanding bike trail. If I lived closer, I'd even consider getting a road bike....
