How does GT measure their seat tube?

I've been looking at several bikes and one of them is the GT Peace 29er. On their website the small's seat tube spec is listed as 15" I've never owned a small but judging by the effective top tube which is around 23.2, it would fit me just not too sure how GT measures their seat tube. Do they measure center of bb to top of top tube, middle of top tube or top of seat tube? I've emailed GT last week and have yet to recieve a response.

Center of BB to center of the top tube (when measuring up the seat tube).
Needed: 26.8mm XTR seatpost, blue GT/Grundig Jersey.

They must have changed the way they measure it because I talked to a rep at Pacific the other day and he told me that the seat tube was measured from center of bb to top of the seat tube.
