I don't know what you get, but I get a million banner adds for Jenson USA all over this site at the moment, they are pretty good...
You could try the good old Local Bike Store (LBS) they usually have stuff... or
    JensonUSA
    PricePoint
    CambriaBicycleOutfitters
    Wiggle
    ChainReactionCycles

Wheels, whats wrong with them? Just wanting an upgrade, or they are knackered? You can spend a little or a lot, complete wheels or build from scratch - assuming the non-dics version of your bike, getting rim brake wheel sets are getting thin on the ground these days, but used or liquidation sales can give you some good bargains (add ebay to the above list), but you can alwyas build a good set of rim brake wheels for not too much.
Tyres, I like Continental, Michelin and Panaracer, other people liek other stuff... tye things see what you like, they wear out so you replace often.
Cables just get some shimano ones.

Here's the thing. One night in Bacchus Marsh i left my bike chained up at the train station.
Being the idiot that i am i chained my bike on with the quick release wheel.
After one night at the station, some dero stole my wheels.
To leave me with no way home in the pouring rain of a night time. Shattered.

No, you can't put bigger wheels on. Cables, best to go to your local shop if you're not familiar with what you need. For wheels, you can browse the online retailers like JensonUSA, Pricepoint, Art's Cyclery for 26" wheels. You need to pick ones that are compatible with your fork (9mm QR, or 15mm thru-axle, etc) and same for the rear (standard QR). Pay attention to pick a wheel with a hub that is compatible with your disc brakes (6 bolt or center lock).

    budget?
But offhand, what I'd get (all bought from chain reaction or jensonusa):
    Fork: DT Swiss 100
Drivetrain (shifters, cranks, derallieurs, brakes) Shimano M9050 groupset
    Wheels: Mavic Crossmax.

...OK not really, but gives you an idea of what you can spend, so you need to give us an idea of how much, $300 or $3000
