Brand new i-drive (sanction) not smooth through travel?

I just got my new sanction frame in the mail, it's a 2008 but brand new.
It doesn't have a shock on it currently- when cycling the swingarm up and down through it's travel, there's a couple spots where it there is extra resistance in the pivots.

That is, moving the swingarm up and down, you can feel a distinct, but not harsh 'bump'.
    is this normal?

edit: the spot of resistance is about halfway through the travel. Think the pivots just need more grease?

I would strip it down and grease it up. it may be new but the grease would have dried out by now if it is from 08

It's the bearings dragging. Mine does the same thing when I have the shock off. Too loose and you will get a creak.
