How accurate is the Garmin FR60's cycling sensor?

I know it's not a dedicated cyclocomputer but for its price (on eBay), it seems pretty tempting and lots of good has been said about it. Basically, what I'd like is a cyclocomputer with a reliable heart rate monitor which wouldn't break the bank. Don't forget that a Malaysian bank is quite a lot smaller than an American one.

Was looking at the Sigma BC 2006 HRM for a while but it seems a lot of negative reviews have been posted about it with quite a number from members of this forum.

If it's not as accurate as a dedicated cyclocomputer, can someone please point me to some decent ones with heart rate monitors. My budget's not great. Perhaps around USD100 at most.

The features I need would be :-

    Speed (of course)
Average speed (not 100% necessary but would be nice)
    Total distance (no brainer here)
Lap distance (another not 100% necessity but would be nice)
Heart rate monitor (definite must for certain reasons)
    Clock function
    Time spent

That's all. Not very much to ask for, right?

I'm pretty sure from the specs that the FR60 with HRM and speed/cad sensor will do what you want. It uses the same speed/cad sensor that all the Edge models use and I haven't heard anyone complain about the accuracy of it to this point. If anything, just about everyone says it's more accurate than GPS in many cases. I think you'd be in good shape going this route.
