Some types of hubs are convertible (by installing some different bits such as hub end caps) between different axle types and others are not. If you post up your hub make and model, or else a photo which clearly identifies the make and model, someone here may be able to give you a specific answer about whether your front hub is convertible to 20mm.

What kind of fork is it?

In short, odds are you will need a new front wheel.

Rims have nothing to do with the axle/hub other than the fact they eventually get attached to each other. If you don't know what the hub is, and it was spray painted, it's probably not compatible. I'd start looking for a new hub if you really want that fork.

Or more likely a new complete built wheel with 20mm hub.

I'm in the same boat. It will be quite some time before I can afford a new "decent" thru- axle type fork AND wheels that will work with the fork!
