    Primer inside frame?

Got a steel bike that has some surface rust spots inside the tubes. I steel wool-ed the headtube, seattube and BB, no problem!

Would it help to spray rust converting primer into the toptube, downtube and stays to convert and prevent any further progression? I plan to apply frame saver over the top.

    Thanks!
