(The Ragley frame or the real one. The latter reminds me of The Inverted World by Christopher Priest (which is a funny name for a sci-fi author BTW)).
Come to think about it, they should have made the mobile city a tracked vehicle, so as to avoid reconstructing the rails all the time. In order to avoid having to stop for maintenance, just make the set of tread groups redundant and rotate them between lifted and engaged states.
