    YES there's a difference, and NO, there is no correct answer to your question ... It is a fit you properly and personal preference thing.

    It depends on where you want your bars in relation to your saddle. Flat vs. rise is meaningless, some frames may demand a bar with some rise (or stem with rise) while another frame might use a low rise or flat bar to get the same rider in the exact same position.

    If you are trying to attain a particular position on the bike, a high stem with flat bar will put you in the same place as a low stem with a rise bar.

    The bike should not dictate your position. YOU should determine the layout of your bike.
