New frame headtube question/problem looks like headtube was welded on crooked

I just bought a new frame and when inspecting it after shipping, the headtube looks like it was welded on crooked. It is a tapered headtube and the top of it is centered on the top tube but the bottom is offset to one side maybe 1/4 to half an inch. Is this normal? Any feedback would be appreciated. It doesn't look like it is bent and I'm sure I could mount my headset and fork. Would this affect handling? Do I need to return it?

It would not be normal. Do you have pics?

While certainly not cool, it is possible that the down tube was mitered off center, and thus it appears that the headtube is crooked, when in fact it is straight with respect to important alignment planes. The downtube itself doesn't really matter alignment wise - it could be bent and off center, and the frame itself could still be straight (headtube parallel and in line with seat tube, which is parallel and in line with rear wheel, which is all perpendicular to axis of cranks). Bad form, but not necessarily indicative of a misaligned frame.
