Hit up Chris at Vimana Cycle LLC - I was talking Gates belt stuff with him recently, he obviously knows what he's up to. Interesting clash of classic style and modern parts.
Two curretly available sloping TT lugsets I know of for a 36mm headtube (1-1/8" steertube) are :
Llewellyn XL compact which accomidate a 35mm downtube and 31.8mm TT and ST.
THis is really more of a road lugset, 31.8mm downtube, 28.6mm ST&TT but could work for a small offroad frame.
I dont know of any available 100mm width lugged BB shells. You would probably have to fillet braze the BB or make a bilaminate construction shell with lugs added.
I have a set of Novas "29er" unicrown forkblades, they are plenty long for constructing a steel fatbike fork.
The other thing to consider is the sloped top tube. I personally wouldn't want a horizontal top tube on a snow bike which is what most all lugs are made for. My last snow frame had a 90 degree angle between tt and st. Also ht and tt. I could probably make customs lugs...... Hmmm. The bb problem could actually be resolved pretty easy also...... Hmmmm again.
There's really no BB shells for a "regular" MTB, never mind cast lug shells for this fat bike fad  There's just too much variability at the BB for a MTB to account for with a casting.
I used Llewelyn's Stainless lugs for my first hack at frame building, and they are reeeealy nice. For frame #2 I'm going to try and get the sloping TT version directly from LLewellyn, only the horizontal TT version is avail through Nova.
Even using the horizontal TT lugs my front triangle came out very close in dimension to my Pugsley. I didn't try for that, it's just how things fell into place based on my fit/measurements/geometry/limitations from the lugs.
