Build a 24"mtb or buy something else?

Hi guys, I have a scott scale 24jr, not rc that is basically new, I bought it like to 2 years ago for my now 8 year old son and he is almost ready to use it, its a hard tail. We are in the Augusta GA area and would be hitting the F.A.T.S area trail and the surrounding GA, SC, NC trails, we don't do DH but would love to if we could.

He is into BMX racing and he is doing pretty good.

    Specs
Bottom Bracket Sealed cartridge, square taper
    Brakes V-brakes
    Cassette Shimano HG30 7-speed, 11-28T
    Chain Z narrow
    Cranks CW9 XCT JR, 152mm, 22/32/44T
Fork Capa C7 24 coil spring, 50mm travel
    Frame Material 6061 hydroformed aluminium
    Front Derailleur C101
    Front Hub Aluminium QR
    Front Tyre Size 24x1.95
Handlebar Steel junior fl at, 540mm (21.2in)
    Headset Type VP-A171 threadless
    Pedals VP 560 BMX
    Rear Derailleur Alivio
    Rear Hub Aluminium QR
    Rear Tyre Size 24x1.95
    Rims C-1000 32-hole
    Saddle Speed
    Seatpost Aluminium micro-adjust
    Shifters RS41-7 Revoshift
    Stem Aluminium threadless 70mm
    Weight (lb) 26.9

Now I started considering on buying something better, lighter or build this one.

Would it be better to build this one and poor some money into it to make it lighter and better or would it be better to buy something else?

I would like to upgrade the front shock, convert it to disc brakes and upgrade most or all the components, specially the twist shifters as he doesn't like them at all, so it would be thumb shifters. I would like to build it with good components so we can reuse them on his next mtb.

Was thinking on a good set of disc hubs with a set of 24" bmx rims.

The scott RC weights about 22 lb and cost like $1200 or the specialized hotrock 24 xc pro but it cost around $1500 so I believe I can build this bike maybe for less than that including what I paid for the bike, or I think that if I spend around $1200 on a new bike I could have a better built bike for that kind of money. Hopefully I don't have to spend that much and would consider buying good used parts to save some cash.

What would u guys recommend and what components would u upgrade to help save weight, a list would be great?

Thanks in advance for any help.
