Looking for a 28.6mm quill stem

I'm trying to raise the bars on my Cannondale M700 but it has an odd size stem. Anyone happen to have an old one and know the angle and length?

Might be something kicking around my parents' garage or the shop.....but just to clarify (for others as well); you are referring to 28.6mm quill outer diameter (i.e. inside steerer diameter) that would equate to a 1 1/4" steerer outer diameter?

I know I have some threadless stuff kicking. If rigid I have a full C-dale pepperoni 1 1/4 fork/threadless HS/stem at the shop, came off of a big frame so what the stem lacks in height the fork might have in steerer length.

yes, the stem is stamped with a 28.6mm diameter mark. They must have been trying things out in the mid-90s and this standard didn't catch on.

found a higher rise bar and that seems to be enough to allow me to keep using the old stem
