i've got an x-9 set up on my 07 marin rocky ridge. It shifts beautifully except it won't release enough cable tension to go to the highest gear (11) The range screw is backed out to the proper place- it never gets rested on though. I've replaced the d-hanger, tried different shifters, and mucked with the thing far too much. I'm ordinarily pretty proficient at setting up drivetrain and whatnot. What the boogers could be going on?
Try removing the cable from the derailleur and seeing if you can then move the derailleur by hand to engage the lowest gear. If this works your shifter isn't pulling enough cable. You will have to remove some cable slack: either pull more through the pinch bolt or use the cable adjuster (only on the shifter for x-9?).
He said the highest gear, not the lowest... SRAM derailleurs are high-normal (that is, traditional geometry with the spring tension pulling the derailleur to the smallest cog). If the derailleur isn't dropping down far enough to let the chain onto the smallest cog, and even without the cable attached to the derailleur it won't shift to the smallest cog on its own, either the frame is missaligned or the derailleur itself is bent.
Have a shop check your derailleur hanger. It may be bent. When I build a bike I ALWAYS check the derailleur hanger alignment before I even try setting up the RR der. A lot of times they come slightly bent or twisted from the factory and can make shifting screwy.
i've replaced the hanger already, and spent quite a bit of time bending the old one to see if i can bend it into a place that will shift properly. I can make it work exactly like the new one, but not go to the 11 tooth. I've also tried spacing off the derailleur from the hanger, but then it doesn't shift to all the gears properly. I guess my last option is to take the frame in to check its alignment... i just hate doing it because i feel like ive failed when i have to call in someone else.
Could the cassette be responsible? Could a bent derailleur do it?
i know its that i can't get any slack in the cable.
the derailleur shifts properly on 1-8 but won't go to 9 because of cable tension. Its as if the shifter only allows half as much movement for the last gear. I can make it shift to 9 by squeezing the derailleur, but it takes a ton of force. Once in 9 it stays.

I suggest just taking it to a shop. You say that you'll feel like you've failed if you have to call someone else in, but that is exactly what you are doing by getting on here and asking for help. Swallow your pride.
Stupid question, as I don't know anything about SRAM stuff...but is it an 8 spd shifter? If it shifts with the cable out to the smallest, might that be it?
