It's going to be an OEM or lower end crank that is put on new, low end bikes that still run 8speed drive trains. Frankly, I wouldn't worry about whether the cranks are designated 8 speed or 9 speed. I believe the differences are so minimal that you can get away with using a "9 speed" designated crank on an 8 speed dirvetrain.
