Is there any way to fix the bb shell of a cheapy bike, like a Wal Mart special, so that you can use a stadard bb and crank?

You have to find a bike shop that is big into BMX bikes. Your Wal Mart bike has an "American" bottom bracket just like most BMX bikes. There are conversion cups available to allow you to use "Euro", threaded bottom brackets.
Just tell the guys at the shop that you have an "American" BB shell and you need to install a "Euro" BB into it.

There are higher quality options out there but those would probably work fine
