Dumba$$ question about fork

Hey all, I know this is probably an idiot question but its making me scratch my head. I just bought a Boxxer used and as I was putting it on I noticed the little rubber grommet thing on the bottom of the steer tube. Does that belong there or does it belong with the old headset. My lower crown race doesn't seem to want to sit all the way to the lower crown with it there. Leave it or take it off? Thanks!

sounds like an old lower crown race, sometimes when selling a used fork it can be easier to source the race and buy a new one than to remove the old one. if im correct removing it might damage it beyond use, so yes i would say take it off. im still learning the in's and out's of bike sorcery myself so don't take my advice straight away!!
