    Locking in the way does not make cyclists loved.

    +1 on that. I think it could be argued that with inadequate bike racks, that enforcement of the law is entrapment. The cyclists actions are saying loud and clear there is not enough safe lockup resources within a reasonable distance. Locked to signs? You can lift a bike over those. Since there are now minutes of a public meeting that (as a I read it) admits that authorities know there is a bike parking problem that they are choosing not to address.

    Typical New Jersey, that crap would never happen in Oregon. Granted I'm from New York but 20 years and 3000 miles of perspective have shown that my disdain for Jersey has a rational basis.
