Why would they have "Medical Service" printed in English???
And in the US it would be very weird to see people applauding a funeral procesion like they seem to be doing in the last picture. Well, in THIS part of the US it would be weird.

They have medical services printed on them because English is an international language and these bikes were used by an company that is a support company for festivals etc.
And here in the Netherlands we tend to have a bit more of an open mind when it comes to funerals and cremations.
When my uncle died i suggested we would hire a special touringcar that is used for funerals, so we could go to the crematorium with the whole family including my uncle in his coffin.
*And upon further inspection, it would look that it's not a windscreen but a painting.

I'm confident the one on the left just has flats. Harder to tell with the one on the right, but I can't say I'm sure it's clipless either - just not a good angle.
