    They should have gotten his name and address so they could send him a bill for saving him. I don't want to be callus but he knew it was flooded, and still proceeded out there. The fact that then city workers had to risk themselves to save that idiot just screams for repayment. Since I doubt he'll show up at their shop with a couple cases of beer, send him a bill.
