    How does that work? Don't you need some sort of vehicle registration or driver's license to be ticketed?

    The way that article is written, they make it sound like the bike ran into the car.

    And no you don't need a license or registration for a ticket. For clarification they probably should have replaced "ticket" with "citation", saying the cyclist was cited.

    No, I was in driving school for a ticket I got, and there was someone in the class that had received a ticket for jay walking.
