Wow. It's illegal to ride without lights "plainly visible from 500 feet" here, but that mess is ridiculous.

It seems the refusal (or inability?) to identify himself may have switched the police from a warning mode to the citation and booking. In 38 years you'd think the Daylight Savings time switch should have been predictable enough of the cyclist. Unless he was just into the civil dusk with the time change, he should have had a light anyway. May not be required, but it is smart. So he was a big part in that waste of money.

Glad to see it get a bit of publicity as a nudge to other ninjas to use lights, but I'm not sure that they read the paper.

Not sure about jail, but something does need to be done. As a driver that moment when you realize you nearly killed someone because they were nearly invisible is not pleasant.

^ Mine blew a stop sign from my left and entered a one way street the wrong way. Caught him as he came under the street lamp or I'd have continued to launch off the stop and right over him. So four traffic violations in one intersection crossing with no speeding, turn, or turn signal violation. Pretty impressive scofflaw. Looked about 16. I doubt he reads newspapers. Especially ones from England.

I occasionally have close calls with the salmon ninjas who are going the wrong way without lights and pop out from behind a row of parked cars. They probably have a seat-of-the-pants sense that "hey, I'm so close to the parked cars that oncoming traffic would miss me," but that puts them on a collision course with me on MY bike.

In those cases, their bike's basic CPSC front reflector and/or pedal reflectors have saved me from collisions. Lame sauce, but I'll take it!
