Was in Madison for a day in 2009 and I did not find the cyclists I came across to be an issue, but the bulk of students were not there. At least it sounds like there is some communication and an effort to address the issues.

BICYCLE enforcement? Get the cars and dump trucks to stop swerving out of their way INTO my bicycle lane (on the rare occasions when I have one) and make throwing full beer cans at cyclists a crime (or start enforcing it) and THEN we'll talk about that stop sign I rolled just like the last 35 vehicles that came through it.
I'm not advocating scoffing the law. I'm just saying if nobody else can be bothered to either abide by it or enforce it, then why single me out? Then I remember the last time I got drunk and ran down a family of four, and it's immediately clear why the law applies equally to my 21 pound vehicle.
Don't buy all the lies that they feed ya.
