Winter can mean a lot of things. It would help if you let us know where you ride and what kind of temperature and conditions.

I use poly, poly-wool or wool and they all work well. Best combo for really cold temps is poly inner layer, wool outer layer.

I wear a lot of Helly Hansen for base layers. Seems to be cheaper than a lot of the bike-specific ones, I buy it at outdoor or workwear stores. I also have some I/O and Woolpower stuff which is pricey but awesome.

In terms of legs, I have Helly long underwear (navy blue stuff from the workwear store) but don't wear it that often.

Here's what I wear in mid-low (dry conditions) teens, keeps me plenty warm:

PI Barrier neoprene shoe covers, wool socks
Novara Tempest (?) cycling tights (XXL so I have a little extra room, they fit more like running pants than actual tights), regular bibs underneath
compression long sleeve base, jersey, Patagonia R1 fleece jacket, cycling windbreaker
ski gloves, fleece skull cap or balaclava.

I usually run pretty warm, but the tights have been great. I have intended to buy a leg base layer for underneath, but haven't been cold enough to need one. I guess depending on how big you are, they might not be an option -- at 6' 235, the XXLs are a little loose, but the XLs were a little too tight (the windproof sections aren't very stretchy, so I found them uncomfortable when skin tight.
