Weld vent holes or "Oh Crap, I broke it"

On my chainstay I noticed this oddly round holes that appeared just recently. They were not there 2 months ago when I took the crankset off the last time.

They look like they could be weld vent holes, but it's been a while since I messed with any welding. They could have just been painted over and now they apear. Kind of odd they are so round.

You'd have to be real special in order to produce perfectly round break holes. There breather holes dude.

Not pot stirring, on the left, yep, vent. The right though? I've never seen one there before, not that it appears broken, cause yeah, they don't break like that.

Anyone else see them in that location???

As i look at the location of the one on the right more closely, it is on the lower left hand corner of that "dog bone" support that goes across the 2 chain stays. It is round and smooth, although at an angle inside the hole. Which is how the left hole is.
