NOX with Torch hubs, as for spokes I bet they can suggest something. I believe they have a builder on their website.
They've been getting good reviews and seem to have more engineering behind them than the average rim sourced from asia. Half the price of Enves too!
Derby is another option if you like wide rims.

Personally I run Enve AM and P321 hubs on my 27.5 Scalpel, but with the prices involved I would not go that route again. Enve and P321 have subpar CS when there are problems. Seems they take your money and run.
A carbon wheelset I am happy with though is the SRAM Roam 60. Though it might be considered too heavy at 1550g? Easy to use, easy to maintain and inflates standard TL tires instantly.
