    rubber piece in headset rubbing my rz120 frame.

    i got a rz120 3 i bought from someone. since i've gotten it, theres always been a rubbing of the black rubber piece between the frame and the top clamp of the lefty where it clamps the steerer tube. sometimes when i turn the bars, the rubber turns with it and it rubs the frame. sometimes it stays put when i steer, but then it makes the same sound because the top clamp rubs the rubber. any advice how to fix this? this is my first bike with a lefty and i've had it less than a month, so please excuse me if this is a noob question with a simple answer. pic attached with the green arrow pointing at the black rubber piece.
