How old is your frame? The 1.5/1.56 measure is the steerer diameter but both frames have the same internal diameters where the headset sits but older Cannondales didn't have the same depth. If you have a not too old F2000, a 1.5 to 1.1/8 will do. I'm not sure exactly when did Cannondale started to make the deeper headtubes, I'm guessing 2003, give or take a year. Does someone know for sure?

It was new then? If so, all you need is a 1.5 to 1.1/8 headset. E13, FSA and Cane Creek offer some...

Here is a 1.5 to 1 1/8 headset I was going to bid on for a rainy day but you probably need it more than I do. Good luck!
